Rights and Advocacy Committee

General Purpose

The Rights & Advocacy Committee is established to provide a process to review perceived limitations to client's rights as expressed by the client and/or via the client's service plan, such review to be at the client's request, with respect to limitations they are experiencing or may experience, which are in contravention to the Long-Term Care Bill of Rights, K.P.P.'s Code of Ethics, the Human Rights Code or limit the achievement of a personal outcome. This committee will also make recommendations to K.P.P. for the resolution of complaints by lifting these limitations, if they fall within the mandate of K.P.P. This committee will also review the plan & time lines to lift these limitations as developed by K.P.P. in conjunction with the client. The committee will also, in cases where the limitations are outside the mandate of K.P.P., support the client to advocate for themselves to resolve their limitation issues.


Composition and Appointments

The Rights & Advocacy Committee will consist of:two individuals who have training in advocacy functions; two client representatives and an individual who has trainings or experience with issues and decisions regarding human rights (i.e., lawyer, paralegal, etc.) The Committee shall choose its own Chair and administrative support can be provided by K.P.P. If a client identifies a 'rights' limitation, they can contact the confidential telephone answering service, accessible only to the Chair of the Rights and Advocacy Committee and have their call returned by the Chair.
As a Service Plan is developed with each K.P.P. client, the Supervisor will ask the client if they wish their service plan to be reviewed by the Rights & Advocacy Committee. For rights limitations identified by the client and ratified by the committee & which fall within K.P.P.'s mandate to resolve, the committee will advise the Chief Executive Officer of K.P.P. of the nature of the limitation & the client it affects. The Chief Executive Officer will ensure a plan with time lines is developed, with the client's involvement and final approval, to overcome the limitation. All plans developed to overcome limitations will be reviewed by the committee at least annually or as decided by the committee to monitor the progress on achieving the plan objective as defined by the client. The client and others of their choice may attend the Rights & Advocacy Committee meeting when their plan is being reviewed. K.P.P. staff will be available to attend at the request of either the client or the committee. Should a limitation identified be found to be outside the mandate of K.P.P. to resolve, then this committee will develop a plan & time lines with the client, and provide the support required by the client to implement the plan.
